library New York Times News Service NEW YORK When the New York Public Library received $368,000 last vear from the estate of a man named Martin Radtke, library officials wondered who he was. The story, recently pieced together, of a poor immigrant turned wealthy benefactor was told at a ceremonial unveiling of a plaque in the lobby of the main library, Fifth Avenue and 42nd Street. "I have given the library my estate." read the plaque's inscription, which quotes Radtke's will, "with the wish that it be used so that others can have the same opportunity made available to me." Radtke, poor and illiterate when he came to the United States from Lithuania at the age of 30 in 1913, had told friends he accumulated as much as $1 million on the stock market with the knowledge he acquired from diligent study of economics textbooks and magazines at the library. Goodwill Industries begins fund-raising campaign Goodwill Industries of Kentucky began the final phase of a long-range $500.000 fund-raising campaign with a "kick-off" luncheon yesterday at the Midtown Holiday Inn, 200 E. Liberty St.

According to a Goodwill official, the goal of the current project is $50,000. This campaign will continue throughout October. Volunteers received information on soliciting pledges from businesses, corporations, and individuals, which will enable Goodwill to broaden services to the mentally and physically handicapped. Legal 1A Notices George Garjian of Merrill Lynch, Pierce, Fenner Smith, Radtke's broker, helped the library put together the story of the self-educated man. Garjian recalled once telling Radtke, half-jokingly, "You're in the library so often, you might as well give them some money." Radtke was described as a taciturn man who made significant market investments in the 1930s, buying and selling really over the years.

"He held onto what he had and watched a it grow," Garjian said. "And when he'd come to watch the ticker tapes, "he'd also always go to the library. He went there three times a week until the day he died." Before he made his fortune, Radtke was a gardener in New Jersey. Money changed his life-style little. He gave up gardening but remained frugal, living simply as a paying guest in a house in Woodside, Queens.
