The contentious Congressional District 16 recount may be over, but the ripple effects of the nearly three-week saga are still being felt as Assemblymember Evan Low this week unveiled new legislation that would trigger automatic recounts in close statewide elections.

In May, Low emerged victorious from a voter-requested recount after the primary race to replace U.S. Rep. Anna Eshoo ended with him in a tie for second place with Santa Clara County Supervisor Joe Simitian. Low will now face former San Jose Mayor Sam Liccardo in the November election.

Steve Cooper is making his managerial return in the English Premier League at Leicester. The promoted club has announced the hiring of Cooper on a contract until 2027 six months after he was fired by Nottingham Forest. Cooper replaces Enzo Maresca. Maresca was hired by Chelsea this month after just one year at Leicester during which he got the club promoted as second-tier champion. Cooper has been biding his time to get back into work following an emotional exit from Forest. He got the team back into the top flight for the first time in 23 years and then kept it there.

EU envoys agree on more Russia sanctions. LNG imports are among the targets.

European Union envoys have reached agreement on a “powerful and substantial” new series of sanctions that are part of its ongoing response to Russia’s invasion of Ukraine. The EU's Belgian presidency posted on social media on Thursday that the package provides new targeted measures and maximizes the impact of existing sanctions by closing loopholes. The measures will notably target imports of Russian liquid natural gas and make it harder to move around. The EU estimates that about 4 billion-6 billion cubic meters (141 billion-212 billion cubic feet) of Russian LNG was shipped on to third countries via EU ports last year. Details about the sanctions are likely to be released early next week if EU foreign ministers endorse them as expected on Monday.

Two-time Tour de France champion Jonas Vingegaard has recovered in time to defend his title although there are still doubts about his ability to be competitive. Vingegaard was in a high-speed, multi-rider crash in Spain in April and sustained a broken collarbone and ribs and a collapsed lung. The Danish rider’s Visma-Lease a Bike says he will be on the starting line next week when the race kicks off from Italy. His teammate Wout van Aert, who broke his collarbone and ribs in March in another crash, will also race in support of Vingegaard. The Tour starts on June 29 in Florence.

Train collision in Chile kills at least 2 people and injures several others

At least two people have been killed and nine others injured when a train full of passengers collided head-on with another train on a test run just outside Chile’s capital of Santiago. Investigations were underway Thursday to determine the cause of the crash, which vaulted one car fully on top of a car from the other train. Authorities identified the two people killed as crew members operating a speed test on the service train that had 10 workers on board.

Two climate activists have been arrested after cutting through a fence at a London area airport and spray-painting private jets orange. Essex police say that two women were arrested early Thursday in the private area of Stansted Airport. Environmental group Just Stop Oil posted video of someone cutting through a fence and a clip of a woman spraying orange paint on two private jets. Police say the two were arrested on suspicion of criminal damage and interference with the use or operation of national infrastructure. An airport spokesperson says the incident was three miles (5 kilometers) from the main terminal.

The IAA said Thursday the discovery of the late Bronze Age ship so far out at sea indicates that the navigation abilities of ancient seafarers were more advanced than previously thought because they could travel without a line of sight to land. A judge ordered him to be kept in custody on suspicion of membership in a foreign terrorist organization pending a possible indictment. He is accused of joining IS in Iraq in or before May 2016 and fighting for the extremist group. Federal prosecutors said Thursday that Mahmoud A. arrived in Germany in October 2022 and stood by to carry out attacks on behalf of IS. They didn’t specify whether any specific attacks were ever planned.

Police say an explosion in central Montenegro's historical capital, Cetnje, has killed two people and seriously injured three others. Police sealed off the area around the town's sports hall. They launched an investigation to find the type and cause of the explosion. The state RTCG television said it was a bomb and suggested the blast was linked to the Balkan nation's criminal gangs. The report said, “some of the victims recently got out of prison.” Montenegro is a small nation of about 620,000 people. It is a NATO member state and a candidate for European Union membership.

The Iberian lynx is back from the brink of extinction, thanks to conservation efforts

Things are looking up for the Iberian lynx. Just over two decades ago, the pointy-eared wild cat was on the brink of extinction, but as of Thursday the International Union for Conservation of Nature says it’s no longer an endangered species. Successful conservation efforts mean that the animal, native to Spain and Portugal, is now barely a vulnerable species, according to the latest version of the IUCN Red List. In 2001, there were only 62 mature Iberian lynx — medium-sized, mottled brown cats with characteristic pointed ears and a pair of beard-like tufts of facial hair — on the Iberian Peninsula, but the latest census of nature reserves showed more than 2,000 adults and juveniles.
